Enter the corridor on the right side of the arrival lobby on the first floor, past the courier service counter.
If you proceed down this corridor...
There is a door.
Currently, this door is locked, and you need to contact security via the intercom.
If you proceed down the corridor, you will come out into this lobby on the left.
Get your entry permit here and go up to the second floor.
There's a sign right outside the elevator; turn left there.
You'll find the animal quarantine station immediately after turning left.

However, unlike Narita, this airport only handles departure procedures.
Apparently, there's an animal quarantine station for entry into the country in the customs area.
At Narita Airport, after receiving my luggage at the baggage claim area upon my return, I had to immediately check it in again at the quarantine counter.
It seems you can complete the procedures at the quarantine station near the baggage claim area at Kansai Airport.
